This is the design for the AnimeFest 2012 Art Show badge. This character is now the established mascot for the Art Show. (YaY!)
I call her "Snow Geisha" but we will leave it up to the audience for whether she is a witch...or a ghost haunting the grounds.
I did have reference for the background but honestly I did a google image search so I don't really know the exact reference.
